This file is a mix of documents about the "D" Ring in north west London, and the North Orbital in the same area, so contains the background to parts of Ringway 3 and parts of what is now the M25 near Rickmansworth.

There are documents offering some interpretation about LTS forecasts, one of which indicates that London is its own main traffic generator, to the extent that 0.2% of traffic in LTS area is "through" traffic. Demand for traffic going past the city was minimal. The implication is that 99.2% of the rationale for the Ringways was to serve traffic ''in'' London.

There is some detail about the North Orbital between Maple Cross and Hunton Bridge being "6 3/4 miles of single 24 feet carriageway at an estimated cost of £1 million; later a second carriageway would be added". The elevation of this section to motorway standards seems to have happened at breakneck speed, and some of the work to make that happen is evident here.

Freeman Fox & Partners were engaged for the North Orbital Study, which had to start from scratch on traffic forecasts because the LTS didn't extend this far out. Thre are lots of correspondence and minutes here to do with traffic surveys.

The Ministry's side of the debacle around the publication of the Brandt and O'Dell line for R3 NW, and the GLC's unveiling of their own alternative, is here, with the Ministry's civil servants looking more kindly on this than might be expected, in private at least.

==What is held here==

All archive material generated by Essex County Council is here, along with documents from towns and rural districts. Ecclesiastical records from across the county are also stored at the ERO along with other miscellaneous items bequeathed by outside organisations and charities.

==How to use it==

The ERO has its own building on the waterfront just outside Chelmsford town centre. The building suggests the County Council spend good money on this facility and as archives go it's decidedly impressive; the wasteland surroundings suggest the edge-of-town-centre location is still awaiting regeneration.

It's 10-15 minutes' walk from Chelmsford station. There's no parking on site and you can't actually drive up to the building at all, so if you are arriving by car aim for Baddow Road Long Stay car park, linked directly to the ERO by a footbridge over the river (though it fills up quickly) or Meadows Retail car park which is on a bend in the river about two minutes' walk away.

On arrival, head upstairs, where you'll find a locker room for coats and bags. You'll need to register for a reader's ticket if you don't already have one, which involves filling in a short form and bringing any picture ID. This is done through a cashier's window, as though they fear an armed robbery.

Everything at the ERO is a bit more fussy and officious than seems strictly necessary, so you will then need to show your ticket to the person through the glass who has just given it to you, and they will open the reading room door and "check you in".

The catalogue is entirely online and can be [https://www.essexarchivesonline.co.uk/ viewed before you visit]. Documents are ordered using the online system, which will require you to enter your reader's ticket number about five times for every item you order.

The arrival of your items is indicated by your name being flashed up in red LEDs on large signs around the reading room, which can engender feelings of celebrity. Collect them from the front desk, where they will be literally weighed and the weight recorded to ensure you bring back precisely what you took out. Your reader's ticket will be taken off you while you have a document out and given back when you return it, which makes it fiddly to order further documents unless you memorise the number.

Photography must be carried out at the tables next to the front desk, not at your seat. A camera pass must be bought if you wish to take photographs and a form filled in listing not just the files you photographed but also how many exposures you took of each one. The form is returned when you leave.

Downstairs, you'll find bathroom facilities, tables to eat your lunch and vending machines for drinks and snacks. There's no food on site, though, so if you didn't bring your own lunch, take a five minute walk back to Chelmsford Town Centre.

This is one large plan sheet, rolled up and hermetically sealed in many layers of archival swaddling, that shows the cross section of the Kingston Bypass as originally designed. It's dated 11 April 1923.

It shows the cross-section of the road, including details of the drainage underneath, and indicates the road was designed with one 30-foot carriageway in the middle of broad verges, with footpaths at the very outside. It seems clear that, while only one carriageway was provided, the grading of the whole road width, and the location of drainage gullies, were designed to facilitate later conversion to dual carriageway.

Received wisdom says that the Kingston Bypass was, in reality, opened as a dual carriageway, but [https://www.britainfromabove.org.uk/en/image/EPW020677 archive photographs prove it wasn't], so this plan seems to be an accurate indication of its physical layout on opening.

This is a tube of brown paper tied up at each end, which looks rather like someone decided to post a roll of wallpaper somewhere. Inside is what appears to be a single very long roll of paper. A stamp in the corner says "Presented to Roads Committee 29 Jun 1961". Unrolling it to see anything is incredibly difficult, but if you manage it, you'll find a second sheet rolled up inside the first one.

The title of the file is suggestive of plans of the Dover Radial Route, an LCC scheme picked up later by the GLC to provide an offline bypass of the A2 between New Cross and Falconwood. The GLC's final iteration of the project was as the A2(M) motorway. It appears, though, that in 1961 plans had yet to be drawn up, so what was presented to the LCC's Roads Committee - and what is stored here for posterity - are two maps of this general area of London with no Dover Radial Route to be seen on them.

* The first is a map of the area around Eltham, with marker pen annotation of the railway line, certain roads, and woodland near Blackheath.
* The second is a map of the Deptford area, with no annotations at all. It's just a map of Deptford. It includes the area where the St Johns Spur would terminate, and extends NW to Bermondsey.

If you would like to save yourself the trouble of having to unroll these difficult sheets of paper, you may get almost the same experience by simply looking at any map of South East London.

This file concerns Parkway F, a road proposal from Abercrombie's Greater London Plan that made it as far as inclusion in several local authorities' Development Plans but withered away before the mid-1960s. Of all the places it passed through only Croydon seem to have been enthusiastic about it.

An extract from KCC's County Road Plan Report describes Parkway F as follows:
:"It commences on the London to Folkeston [sic] Road, A.20, in the Metropolitan Borough of Woolwich and passes along the Eltham to Chislehurst Road, B.263, to Camden Corner, Chislehurst, along the Bexley to Croydon Road, A.222, to Bickley Junction railway station and along part of Blackbrook Lane (unclassified), and thence by a new road across the Golf Course to the London to Hastings Road, A.21, where it crosses Route No. 9 (referred to in paragraph 32 of this report) near Oakley House. It then continues as a new road to Hayes Common, meets the Farnborough to Ewell Road, A.232, and continues along that road and the West Wickham to Sanderstead Road, B.268, to the County Boundary."

However, plans in the accompanying folder show the Parkway turning north at its western end to finish near Wimbledon instead of striking out for the Kingston Bypass. It's not remotely clear what purpose the road would serve, which is presumably why nobody built it.

* Tracing paper plan, dated 20/8/48, showing fragment of Parkway F in what is now Merton, running from A237 to A24. It follows Lower Green Road and Church Street - suggesting that LB Merton's 1990s plan for a cross borough route was Parkway F revived.
* Plan of whole County Borough of Croydon, as was, with road proposals including what became the M23. Parkway F would run across the south of the town centre, just below the Croydon Viaduct, and through various parks. This appears to be a predecessor to the inner route for Ringway 3.

Everybody was unhappy with the idea of building in the park, even if it was a tunnel. No alternative route could be found. There the paper trail runs out.

==Context==
Subfond DG/PUB/01 is made up of bundles of leaflets, seemingly grouped together at random. This one is listed under the title "Thames Tunnel Publication" and in it you'll find a leaflet describing the GLC's plans for a tunnel to carry Ringway 2 under the Thames at Gallions Reach. This much we knew, and there's little technical detail here, with it being a basic leaflet to be sent out to the public when the scheme was announced. This leaflet does have a neat diagram of the plan, though, including a plan of the proposed layout of Ringway 2's interchange with the Thamesmead Spine Road.

What's really nice, though, is that among the other publications in this file is a document titled ''A23/M23 Route Study'', which appears to be a late 1970s or early 1980s report investigating ways in which the M23 could be completed without Ringway 2 in place. It investigates various options, but the general proposal seems to be a motorway or dual carriageway in as far as Mitcham Common, where it would terminate at a roundabout, from which two new single-carriageway roads would disperse traffic. One would go east to reach the A23; the line of this road matches the access road now known as Ampere Way that runs from the B272, past Ikea and on to the grade-separated junction on the A23 Purley Way. The other would have gone north west to a new junction with existing roads somewhere around Mitcham Junction.

This is a new document that I haven't seen before and it doesn't seem to appear in the LMA's catalogue listing, so it was quite an exciting file!

A decision was taken to revoke the Statutory Authority for the M23 between Hooley and Mitcham, since it would no longer be required, and ten objections were received against this. The Little Woodcote link road was then also canned in 1980, at which point most of the objections became pointless.

The file is divided into ten brown card folders, labelled Objection 101-110. The revocation apparently required an inquiry to be held and each folder contains the correspondence with an individual objector.

There isn't a great deal here to detain you, beyond the broader point that the M23 was effectively abandoned in 1978 and any hope of building any other road north from Hooley to relieve the A23 was then abandoned in 1980. The much-mentioned fact that land was safeguarded for the M23 until the mid-1990s may be true, but from 1978 onwards it was never going to be for the motorway.

==Context==
This is a Crown Estates file, and exists because the Crown owned several properties near Eltham that would have been affected by the road projects listed in the title.

The projects themselves were a 1960s scheme to bypass the A2 between Falconwood and Sun-in-the-Sands, and to build a connecting link from that road at Kidbrooke to the A20 at Mottingham. Together those roads would have formed an extension of the Blackwall Tunnel Southern Approach to reach the nearest major radial routes, but they would also have formed the beginnings of a motorway network in this part of London, from which would spread the A20(M) and the South Cross Route.

It runs from the genesis of this version of the Dover Radial Route proposal, in 1962, through to its cancellation in 1976, and then the creation of the Rochester Way Relief Road, which was built and opened in 1986.

As with all the best HLG 159 files, inside here you will find a single sheet of paper (lies: there's two, but the first is from the Inquiry Secretariat, explaining that what follows is a piece of paper). The document's title is subtly different from the one that appears in the catalogue, and is headed "Relief provided by M.23, Ringway 2 and 3, to Secondary Roads crossing the Central Croydon Cordon". It's dated January 1972.

That is followed by a table which I will reproduce here in full.

I literally don't understand what this means. How can R2 and R3 relieve Croydon of 35,000 vehicles if they're omitted? ==Context==
The above mentioned local residents' group (who controlled four councillors on Sutton Council, apparently) objected to the concept of there being any sort of junction between the M23 and A232. This would seriously hinder access to Croydon from the motorway. Their axes had started grinding when the M23 proposal was published in 1967 and only got sharper when, at public meetings and then at the subsequent inquiry, they were told that only the line of the motorway was under discussion and nothing could be said about junctions.

Their argument (which is about destruction of amenity, traffic inducement and effect of roads and traffic on the character of the local area) is somewhat undermined by the fact that the organisation suggest that adjacent interchanges at Mitcham and Little Woodcote could serve Croydon and Sutton traffic, who could travel diagonally to reach them, rather than "two sides of a rectangle". So they're happy for other people to have all the disadvantages they describe.

This file contains a substantial typed report from Sir Frederick Snow and Partners, who have prepared it as supporting evidence for Wandsworth's objection to the GLDP.

It investigates the Primary Road Network proposals affecting Wandsworth. It includes plans of the broad pattern of roads in Wandsworth, but not the actual layout of the R2/A3/Clapham-Wandsworth Link interchange. It does, however, suggest in the text that there would be a junction, singular, "Between Ringway 2, link and A.3."

A plan is included showing "London Borough of Wandsworth Modified Primary Road Proposals", which is essentially the "save Battersea" scheme that seems to have gained no traction with GLC or Layfield. It diverts R1 WCR down Townmead Road and over, or adjacent to, Wandsworth Bridge to a new interchange with CW Link where the squareabout is. That seems to save Battersea at the expense of both Chelsea and Wandsworth - maybe that's why it didn't go far.

==Context==
It's not clear why the HSBC bank (then still better known as the Midland Bank to the UK market) had such a keen interest in the proposals for a major motorway interchange at Elmer's End in West London, but there are several files in the HLG 159 series that show they sent representatives to the GLDP inquiry on the matter. Most likely they owned land there - either as an investment, a site for later development, or something of that nature.

Elmer's End was the site of the proposed interchange between Ringway 2's Southern Section and Parkway E, which is better known to us as [http://www.cbrd.co.uk/histories/ringways/southern/scrpdr.shtml SCRPDR]. This file contains detailed plans of the junction, which includes one of the very few places that we can accurately pin down the location of the elusive SCRPDR.

This is a single sheet of paper, which records the response from the GLC to LB Bromley's design for the junction of R2 and Parkway E, which can be seen at [[HLG 159/2316]].

In it, the GLC suggest the proposed design is basically acceptable in traffic terms, that they would prefer 40mph slips to 30mph, and that instead of a loop there should be a direct turn from northbound to eastbound matching the reverse. All of this would mean the Elmers End Road junction needed redesigning as its slips would then be too close to the interchange. That appears to be it - the GLC had been asked to comment and they did.

This is a single sheet of paper that sets out the wording of the objection made by LB Greenwich to the draft GLDP. The general thrust of it is that Greenwich are unimpressed and don't think the GLC have provided evidence supporting the need for motorways in their patch of London, or evidence that alternatives had been considered.

The most interesting part is point 4, which is badly worded but sets out the specific objection to the terrible fate that would befall Eltham:
:"In particular the Council consider that the motorway proposals of the Greater London Council have failed to take into account the effect on Eltham of the construction of the Dover Radial Route. If the construction of the latter road proceeded on the line indicated on the metropolitan structure map, it would be taken in conjunction with the A.20(M) and the Ringway 2 proposals, cause excessive damage to the environment of the area enclosed thereby." This file contains a cover note on a single sheet of paper, and one plan sheet folded into an envelope. The cover note explains that "the attached map has been submitted by Croydon LBC [sic] in illustration of points raised in the Proof of Evidence E27/52."

There's no indication what they're trying to illustrate, but if you fold out the map you'll find that it covers the north eastern part of the borough of Croydon. It has shading to indicate land required for various motorways, the Croydon borough boundary, the area occupied by South Norwood Sewerage Works, and "Public Private Open Space on line of Parkway E".

Along with bits of Ringway 2 which we've already seen, it also has the actual detailed line of Parkway E on it, at least between Crystal Palace and Addington.

I think this is what is sometimes called a "result".

This file contains BRB's paperwork relating to motorways in London, which is fairly scattergun. Many of the GLC's and MOT's planned urban motorways in London were supposed to run along railway lines, and would have affected railway land, so you'd expect the railways to have had copious correspondence on the matter and generated a fair amount of paperwork, if only for the ones that were built.

What becomes clear from reading this file is that BRB did not work that way. This is the file from BRB's central office, and contains their dealings with the proposed motorways, but BR at that time was regionalised, and any scheme potentially affecting a railway line would have meant the GLC or MOT approaching the region's headquarters. Each region would therefore have dealt with individual cases separately and there was little or no oversight of the wider picture. In fact, one of the few real revelations here is that BRB's central office was caught completely by surprise when the GLC unveiled Ringway 1 in 1965, wanting to know why there had been no consultation about plans to build motorways over, under and alongside many of its lines, only to then discover that the various regions were entirely aware but had never mentioned it to central office or to each other.

* A copy of the letter that had been sent by the GLC to all the Boroughs on 19 March explaining the motorway plans. This would have been the first the Boroughs officially knew about the London Motorway Box, just a couple of weeks before it was announced to the press.
* Some very specific correspondence about whether Streatham Goods Yard/Eardley Sidings could be released for the M23. There is lots of back and forth but no decision on this.

==What is held here==

Virtually everything any government department has done since the dawn of time is within the remit of The National Archives. As a result the road enthusiast will find plenty to keep them amused, and indeed most of this wiki is about cataloguing their vast road-related file base.

What it doesn't have is very much detail on local authority schemes. Consequently it tends to be better for major, national and trunk road projects or history. However, often the Ministry will have been involved at some stage and there will usually be some scrap of information here on just about anything.

==How to use it==

As of 2021, it is '''highly recommended''' to book your visit in advance. This is because many documents are now stored off site and have a three-day lead time on orders. Until about 2020 it was possible to turn up on the day and see anything at all - now, however, this approach is likely to lead to disappointment if not a wasted trip. Research the items you want to see using the online catalogue, and order them as early as you can.

You'll find TNA just off the A205 South Circular Road in Kew, and signposted from Kew Bridge or the A316. It's a five minute walk from Kew Gardens station (District Line Underground and London Overground services), or the R68 bus calls there, a ten minute ride from Richmond station (South West Trains between London Waterloo, Reading and elsewhere). If you're driving the car park costs about £8 a day.

Head in to the main entrance. If you have a laptop, a man in a suit will ask you to open it up so he can check you're not carrying an explosive device instead. Turn left, ignoring the reception desk which doesn't seem to do much. Turn right before you reach the stairs to the lockers. Take paper and pencil, camera etc. and leave everything else here. Clear plastic bags are provided free of charge to carry your belongings.

Upstairs on the first floor is the reading room. You can search the catalogue, use online facilities etc. without ever signing in, but to see original documents, get a membership card. The easiest way to get this is go to the desk marked "START HERE" at the front entrance to the reading room. You will be photographed and provided with a card on the spot, free of charge again. You will require two forms of ID, one with photograph, to get a card. You can register online in advance and obtain a temporary reading card for the purpose of ordering documents; staff will then convert this to a proper one when you arrive in person.

Order documents through the online system (if you haven't placed an advance order) and collect them from the lockers in the main reading room. Seat numbers are allocated. Some seats have inbuilt camera stands, for people using proper cameras to photograph documents, though at the time of writing the advance ordering system doesn't provide a way to choose a seat for yourself, so your seat may be randomly allocated and whether or not you get a camera stand, a seat next to a window or whatever else you might prefer, is a lottery. For large documents there is a dedicated large map and plan room on the second floor.

The online index is an excellent place to start, but if you find a good file, try rummaging around near to that reference in the online index's 'browse' facility.

As of March 2011 there is wifi service available. Sites are monitored by Websense, but following a polite request to the IT deparment, ArchiveWiki is allowed, so you can now add to this wiki while directly looking at the documents in question!

==Opening hours==
The National Archives is closed on Sunday and Monday, and opens late (until 7pm) on Tuesday and Thursday, and until 5pm on all other days. If you can do, visit on a weekday, as weekends can be quite busy with people searching through war and family history records.

This isn't actually a bound file at all, just some papers tied up with string, but it amounts to the key information held on file by the GLC regarding the legal orders that were published for the M23 between Streatham Vale and Crawley. These orders specifically stop part-way up the railway line between Mitcham Common and Streatham Vale, leaving the northern terminus of the motorway an unresolved question, since the GLC had yet to finalise its motorway plans in South London; later orders were published to continue the route to its terminus and to cover the adjoining section of Ringway 2.

Included here are the letter summarising the results of the public inquiry and inspector's report, and announcing the publication of orders; the SI itself, which is extremely short and refers to deposited plans; a bundle of said deposited plans, showing just the centre line of the road as is standard; and the inspector's report about the public inquiry, which makes up the bulk of the paperwork.

==Context==
This is a tube of brown paper tied up at each end, which looks rather like someone decided to post a roll of wallpaper somewhere. Inside is what appears to be a single very long roll of paper. A stamp in the corner says "Presented to Roads Committee 29 Jun 1961". Unrolling it to see anything is incredibly difficult, but if you manage it, you'll find a second sheet rolled up inside the first one.

The title of the file is suggestive of plans of the Dover Radial Route, an LCC scheme picked up later by the GLC to provide an offline bypass of the A2 between New Cross and Falconwood. The GLC's final iteration of the project was as the A2(M) motorway. It appears, though, that in 1961 plans had yet to be drawn up, so what was presented to the LCC's Roads Committee - and what is stored here for posterity - are two maps of this general area of London with no Dover Radial Route to be seen on them.

* The first is a map of the area around Eltham, with marker pen annotation of the railway line, certain roads, and woodland near Blackheath.
* The second is a map of the Deptford area, with no annotations at all. It's just a map of Deptford. It includes the area where the St Johns Spur would terminate, and extends NW to Bermondsey.

If you would like to save yourself the trouble of having to unroll these difficult sheets of paper, you may get almost the same experience by simply looking at any map of South East London.

This item is from a collection of files from the GLC's landscaping department, so is concerned with the environmental treatment of the section of road listed in the title. The road in question is the Ringway 1 South Cross Route.

There are three plan sheets here in a flimsy card folder. Unfortunately the title of the file suggests that it might contain plans of the whole length of road between Kidbrooke and Clapham Junction, on most of which detailed plans have not come to light. It does contain plans covering that length in some form, but sadly with no greater detail than has been found elsewhere.

The first plan sheet is smattered with "confidential" stamps, and opens out to reveal a very long thin plan of the line of the road as it is already known, including triangular shapes representing the connections to other routes at Clapham Junction and Loughborough Junction. No other interchanges are shown. A second alignment is shown south of railway from St Johns to Peckham, matching the alternative described in the English Heritage files about this motorway elsewhere. A red marker pen line strikes through the alignment at Blackheath, labelled "A". It's unclear what it refers to.

The other two sheets show the route at Denmark Hill at an engineering level of detail, though they show only an isolated stretch from King's College Hospital to Camberwell Grove. One is labelled "Consultant's Proposal", showing a line around the south side of the William Booth Memorial College in cut-and-cover tunnel. The other shows the motorway on the north side of the College, hard up against the railway, requiring demolition of the college's main building and tower.

This seems to contain files and correspondence accumulated by English Heritage, who had a number of misgivings about the Ringway 1 project - most of them to do with the loss of notable properties and patches of open space. One of their key concerns was the line of the route through the historic and picturesque Blackheath Village.

==Context==
The LMA Catalogue only lists this item, GLC/TD/C/21, under the title above, but this is actually a file series. Within it are three items which must be ordered separately:
* GLC/TD/C/21/001, containing photographs from 1964-67
* GLC/TD/C/21/002, containing photographs from 1967-68
* GLC/TD/C/21/003, containing photographs from 1968

There are 120-180 monochrome photographs in each box, with a typed index at the start. Each picture is then pasted on to a sheet of foolscap paper, with its serial number and a typed description next to it. Where photographs are taken from the same location on multiple occasions, the description refers to the numbers of the previous photos for easy reference.

The pictures themselves are brilliant - an exhaustive survey of all the work that took place on the Tibbet's Corner scheme, which most notably involved the construction of the roundabout and underpass at the junction of the same name, but also included dualling of a length of the A3 and the scrubbing up of several other roads across the Common as recompense for the expanded road. There are some good shots here of the then-brand-new signalised junction with the A308 Roehampton Lane just to the west.

==Context==
A report by the London County Council's Chief Engineer's Department on the scheme that provided a grade-separated junction on the A3 at Tibbet's Corner.

Among other things, we learn that it was designed in this way so that it matched interchanges being provided elsewhere on the A3 by the MOT (specifically the one at Hook), with two lanes each way through the underpass and three lanes each way elsewhere. We also learn that this junction was part of a wider scheme whereby the A3 was improved across Putney Common and several parallel roads (notably Portsmouth Road itself) were stopped up and returned to nature.

There are copious plans, elevations and more, all as-built.

==Context==
This is a plastic-bound report with the full title "Dover Radial Route (Shooters Hill Tunnel Scheme): M.2-M.1 Connection". That makes it sound very interesting indeed, but it also looks decidedly home-made, with a stencilled title, so this evidently wasn't a published report with wide circulation. It turns out that this isn't an official report at all - it's a submission from a member of the public who opposed the official plan for the Dover Radial Route and wanted to make a case for an alternative. It comes complete with some very neat maps which have been hand-shaded with coloured pencil. In this case, he was concerned that building an improvement to the A2 which simply ran in towards London and ended at New Cross would fail to serve traffic heading over the Thames, or attempting to transit London from the north and west. What he couldn't have known when he wrote his report is that the LCC, and later the GLC, had plans for a whole network of motorways that would serve those needs, of which the Dover Radial Route was just a part, and that the DRR wasn't supposed to fix that problem in isolation.

The author has evidently drawn together whatever facts he could find about the DRR proposals, and schemes to upgrade the A2 further outside London, which must have been hard to come by. As a result he sometimes reaches a false conclusion, such as the various schemes having the aim of extending the M2 all the way to New Cross. He refers to the DRR proposals as "M2" throughout, and also gives that number to his own proposal.

The gist of his idea is that the DRR as proposed should be built, but west of Shooters Hill should only be a spur towards Central London. At Shooters Hill the mainline of the M2 (as he calls it) should then branch off north-west, crossing the Thames on a suspension bridge and then the Royal Docks on a second suspension bridge, before following the line of the Northern Outfall Sewer and the Lea Valley to reach the vicinity of Waltham Cross. It would then turn west along roughly the line of the modern M25 to reach South Mimms and then follow the A6 to the M1. A tunnel under Shooters Hill is included, hence the title of the item in the archive's catalogue.
