Context
In the late 1980s, it's known that the Government worked up plans to substantially upgrade the South Circular Road to a similar standard to the North Circular, which would have required hugely disruptive works across South London.
The title of this file makes it sound like it contains details of those plans, but it doesn't. In fact the "assessment study" in question is looking at air pollution levels and visual and sound intrusion on the existing South Circular, and is dense and technical to the point of being completely impenetrable.
