Context
"Traffic characteristics" appears to mean "traffic counts". The inquiry panel had asked for some specific information about traffic forecasts for M4 and A4 between Heathrow and Hammersmith, the M3 J2-1 and the A316 R2-R1. Pages of analysis then show which traffic modelling zones from across the whole of Greater London were forecast to generate 3000 or more journeys per day on those specific links. The results are a series of diagrams with spidery lines in all directions that don't clearly show anything much at all.
I would have shrugged my shoulders, but it didn't seem worth the effort.
