Context
The Ullswater Commission's members were, famously, unable to get on and unable to agree on anything. It was one of the most unproductive Royal Commissions ever to convene. In requesting this file I was hoping to get some insight into what went wrong as they drew up their final report - specifically, how the minority report came to be and how some members chose to opt out.
Unfortunately there is none of that here. The minutes are a few short paragraphs long, with no detail at all; evidently the acrimony was all off-stage.
The only truly interesting fact is that, by this, the penultimate meeting, only five of the ten members even attended. Perhaps the other five had given up, or were meeting separately and not being minuted by the clerk.
