Context

The Ullswater Commission was a panel looking at the issue of local government for London, but was famously (perhaps even notoriously) divided and unable to come to any consensus on any issue laid before it. In the end it published several conflicting reports from different factions of the panel.

This file contains multiple drafts of an early report it made - before it had really begun investigating the matter of local government in detail. The finished report explains that the majority of the panel considered the traffic problem in London to be so urgent as to require them to report early and to urge the government to take action without waiting for the panel's wider conclusions.

The rest of the panel did not agree and published their own conflicting report on the matter, held at HLG 9/30.
