Why this might be the case is open to all manner of unsavoury speculation, but one insuperable fact remains: Ritchie has taken this file out before, and he has every intention of taking it out again soon. In most cases this is because he wants camera copies and wasn't able to get them on the first attempt, but it may also be just because he misses it and longs to be near it again.

Context

"Appreciation" in this context means "accurate and definitive description". It contains an itinerary of the route of the A11 as it existed around 1960, along with which councils are responsible for what, the various improvements on the go at that time (with particular attention to the Barton Mills Bypass, which opened in 1958, and the "Norwich Radial" - that's the M11 to you and me).

In short, everything you ever needed to know about the A11 but were afraid to ask.
