Context
This file ostensibly is, as you might expect, about the construction of the Great West Road. Unfortunately, it's entirely devoted to the dull administrative side of arguing about who should pay for it, where the labour should come from, how the budget is tied up, and the state of the various rerouting of utilities and drainage plans.
If you want pages and pages of balanced budget sheets to the nearest (old) penny, then great, but sadly there doesn't appear to be a single sheet of paper that says anything about why the road was needed, where it was planned to go, what, if any alternative routes were suggested, and when the construction and opening dates were. In short - devoid of all the fun stuff. What a disappointment.
