Context
A very short file, containing only the memo mentioned in the title and perhaps one or two draft versions and photocopies of it.
It is a simple reminder to ministers that, as the whole Ringway plan would have to go to public inquiry, they should not comment on it. A minister expressing an opinion would lead to them being questioned by the inquiry panel on their views, which could prove highly "embarassing" for the minister who would eventually have to sign off the inquiry's findings.
