==Context==
Following the report of the majority of the Ullswater Commission (whose divided nature is explained at [[HLG 9/29]]), this minority report was published by the remainder of the panel. In it they explain that they consider the majority's interim report on London traffic to be premature, claiming that the ways in which the traffic problem should be addressed could not be decided before the panel had properly investigated the whole business of London government.
