	This file documents the background and events leading up to the second (southbound) Blackwall Tunnel. The original (northbound) tunnel, designed for ~~housebound~~ traffic, had become unsuitable by the 1930s, so various solutions were proposed. Cheap and cheerful things like lots of traffic lights, and a slightly off-the-wall scheme to make the Blackwall and Rotherhithe Tunnels part of an elaborate one-way system across the Thames were put forward. The final decision to build a second bore was halted during the war, and then picked up again as an integral part of the London Ringways.
