==Context==
As expected, this contains the full, signed report of the ACLT. It comes in a full size file box, tied up with ribbon. Inside that is a paper parcel, tied up with more ribbon. Inside ''that'' is the report itself, a fairly slim volume that is neatly bound in a hardback cover. Somehow the packaging seems a bit excessive.

It's useful, as a starting point, for explaining in clear terms what the ACLT is, how it differs from the confusing array of other advisory committees of that era, who was on it and what they did. The central recommendation of the committee is the creation of a London Traffic Authority, which they rather grandly decided ought to be themselves on a permanent basis. The LTA was eventually instituted, using the legislative framework they recommended, but it wasn't made up of the same members, and was actually called the London and Home Counties Traffic Advisory Committee.
