==Context==
As part of the Highway Development Survey, Bressey and Lutyens considered the possibility of building roads over railway lines, but found only one location where they considered that this was both a technical possibility and a useful route for road traffic. They proposed a new Southern Approach Road to the Rotherhithe Tunnel (which itself was to be duplicated) from the South Circular Road at Forest Hill, running on a viaduct suspended over the four-track Southern Railway from New Cross to Forest Hill.

This file contains the investigative work they carried out to that end, including sending two of their assistants to go for a walk along the track and the diagrams they drew up about the structure that would support the road deck.
