Greater London Council: opening of the M3, effect on roads in South West London

A slim file containing only a typed document, a few pages long, of the above title, which the GLDP Inquiry cover note says was submitted by the GLC in response to Layfield asking some questions on day 169 of the inquiry.
The question appears to be "what are you going to do with the A316 now that the M3 is about to open?", and the GLC basically set out a case for the effect they think the M3 will have, and what improvements are planned.
The improvement work they envisage falls into three neat bullet points:
- Immediate A305 scheme (as was) will provide D2 link to Hope and Anchor junction when M3 opens, and then D3 with GSJs soon after
- Minor improvements being designed by consultants (see minor scheme already noted) which will add 20% capacity and allow A316 to cope, though peaks will get worse and Hospital Bridge Roundabout will have queues. Inward from there flows off the M3 will be metered somewhat and the effect at Hogarth will be negligible. This has been borne out by half a century of lived experience since then.
- After M3 is complete, GLC expect to see R3 north, then R3 south, then R2 built. Improvement of A316 to provide D3 with GSJs through to R2 will wait until that is complete - meaning later in the programme, probably late 80s.
