You are advised to avoid it like the plague. Its file title sounds rather interesting but it may contain only dull papers that fail to illuminate the subject matter or it may not even be related to the subject suggested by the title.

Context

As with all the best HLG 159 files, inside here you will find a single sheet of paper (lies: there's two, but the first is from the Inquiry Secretariat, explaining that what follows is a piece of paper). The document's title is subtly different from the one that appears in the catalogue, and is headed "Relief provided by M.23, Ringway 2 and 3, to Secondary Roads crossing the Central Croydon Cordon". It's dated January 1972.

That is followed by a table which I will reproduce here in full.

I literally don't understand what this means. How can R2 and R3 relieve Croydon of 35,000 vehicles if they're omitted? Without further detail or explanation, this document is a genuine waste of time, especially when you consider how long it took to type out and format that table for MediaWiki. Ugh.
