This file documents the background and events leading up to the second (southbound) Blackwall Tunnel. The original (northbound) tunnel, designed for housebound traffic, had become unsuitable by the 1930s, so various solutions were proposed. Cheap and cheerful things like lots of traffic lights, and a slightly off-the-wall scheme to make the Blackwall and Rotherhithe Tunnels part of an elaborate one-way system across the Thames were put forward. The final decision to build a second bore was halted during the war, and then picked up again as an integral part of the London Ringways.
