The file title doesn't make it plain, but from the correspondence within (which, despite the listing, starts in 1961) this file relates to a scheme to extend the dual carriageway on the A13 west from its existing terminus at Prince Regent Lane (where the Barking and East Ham Bypass terminates) to Hudsons Road, and then on a new alignment to the LCC boundary at Canning Town, this being the "diversion". This was done, and the "diversion" is now the bit of A13 between the Canning Town Flyover and the eastbound on-slip from Beckton Road.
Since this file is all about side road orders, there's a lot here about stopping up side roads, and most of the paperwork is dealing with objections and other interests in that single aspect of the scheme.
An envelope at the back contains a lot of plans, though most are just copies of the same couple of things.

- Side roads order plan, including a weird grade separated junction at Prince Regent Lane that was never built, dated January 1962. A similar plan dated in March that year is the same but omits the junction.
- The aerial photo promised by the file's title, which turns out to be looking east across the junction of the present-day Canning Town Flyover and showing empty land that had obviously been protected from development for the A13 diversion.
