The story of the London section of the M4's planning process is a long one split across many files. Some are more interesting than others. This one is very useful if you want something to which you can compare other files and find them interesting.
It has an awful lot of detail on the precise capacity of the roundabout at the northern end of the Heathrow tunnel, which was about to have a three-lane motorway spur plugged in to it and was too small to do the job. There's lots of stuff about moving and diverting underground services from the path of the viaduct, which is a theme of all the files about this section of motorway and was obviously a major concern. There is a small discussion of lighting, which might be interesting from the point of view that this was the first section of motorway to be illuminated, but actually isn't, because this is only discussing temporary lighting on the A4 during the construction works. And finally there is an extended discussion about the style of railings to be used on the new pedestrian subways on the A4.
