Context

Roads for Prosperity (often mistitled as "Roads to Prosperity", which would have been a far better title) was the big idea in the then-Government when they found a few quid down the back of the Ministerial sofa in the late 1980s and decided to spend it on roads.

Whilst it is an interesting document in its own right, the follow-up Trunk Roads, England into the 1990s (1989) is more detailed
