Context
In the midst of the panic over the GLC's motorway plans, the London Borough of Richmond upon Thames commissioned a report into the impact that the road proposals would have on the borough. The first interim report made by the consultants is here, and it is essentially a conservation report. The whole process of commissioning this report can, in many ways, be considered a government-level reaction to the widespread public horror surrounding the opening of Westway.
This report looks at the likely route of motorways through the borough of Richmond, the impact they would have, and the ways in which it could be minimised. The whole thing is gently but persistently critical of the Greater London Development Plan.
