Context
This file sounds rather like it might contain details of planned upgrade works to the A3 between the end of the Kingston Bypass and Tibbet's Corner - the missing link, in fact, between the 1960s expressway and the isolated 1960s junction improvement. There must have been a proposal to link the two with road of the same standard.
Unfortunately, this file won't tell you anything about that. It's more interested in whether there would be some grass verge between the road and footway where the road was widened slightly around Roehampton Lane traffic lights. Where it does mention Tibbet's Corner, it is concerning the existing junction improvement, which we know about because it exists.
