Context
This file is the final resting place of the correspondence between Bressey and Lutyens that Bressey deposited with the Ministry when the Highway Development Survey was finished - it is, in other words, Lutyens' side of the conversation with only a few scraps to show Bressey's responses.
There is a lot of very specific detail here, to the extent that it's sometimes difficult to draw much meaning from it - it's the day to day discussion between the two principal architects of the Highway Plan of 1937 and often is just discussing one row of buildings here or an idea for something there, and at times refers to a verbal conversation of which there is no record. As is always the way, the letters often mention attached diagrams but there are none.
