Context
This is to do with the long-standing (and still never-built) plan to create an east-west route across Central London from Western Avenue to Eastern Avenue via the Euston Road. In this incarnation it has only been a serious proposal for about 20 years.
The title of this file refers to a "plan" and - while you might expect this length of road to cover several sheets - one single plan is what you get, with the full length from Wood Lane to Victoria Park on a single long, thin roll of paper.
It principally uses existing streets, variously widened or corralled into one-way systems, to bridge the gaps from Wood Lane to Marylebone and from Old Street to Victoria Park. There are multiple alternative routes proposed for the western part, including some using the original western end of Marylebone Road which has, now, long since been bypassed.
