This file is actually a brief report written by Colin Buchanan (of "Report" and "and Partners" fame) explaining his involvement in the GLDP and specifically his work on the North East London report (see related files).
In the report here, he explains that the conclusions he draws in the North East London report are broadly applicable to the whole of Greater London with regard to environmental management of new roads, etc.
