Context
A very slim file containing what can only be described as some bits and pieces extracted from a Department of the Environment report about Maplin and other airport proposals.
It seems that there were proposals for a dual four-lane motorway to whichever site was chosen (Nuthampstead, Thurleigh, Cublington and Foulness/Maplin), but Foulness was considered suitable for two such motorways.
The DoE was anticipating a roughly 50/50 or 65/35 split between road/rail transport to the airport, with about 23-25 million passengers a year in total.
