Context

At the time the Mersey Tunnel was planned, a lower deck for tram lines was proposed and this was included in the design. It had already, theoretically, been ruled out by the time construction work started, but was retained to avoid having to re-design the tunnel.

This file documents the relentless arguing about the tramway. The short form of the story appears that Liverpool (as the main sponsor of the tunnel) wanted trams in it; the Mersey Railway Company and Birkenhead were opposed; and Liverpool didn't want it badly enough to force the issue.

It was also decided at the time not to run public buses through the tunnel, though they do run through it today.
