Context
At the Greater London Development Plan inquiry, Watford Borough Council (which is not a London Borough and lies in Hertfordshire) objected to a single sentence in the GLDP that stated, regarding the North and South Orbital Roads, that the GLC "considers that their construction is less urgent than the establishment of the primary road network, including Ringway 3 within London's boundaries."
Watford BC were concerned that, if this sentence were adopted as policy, further delay could be experienced with completion of the NOR between Maple Cross and Hunton Bridge - deferred since the outbreak of WW2, even though land had been acquired in 1928. A lengthy report is here to support their claim, documenting the history and importance of the NOR; there is also the inspector's report into the road scheme, published following its public inquiry.
