Context
This file talks about Class III roads, which were introduced as an extra level of funding for things like agricultural traffic branch roads, and for urban bus routes. However, the discussion of introducing them is so padded, so meandering, and so gut wrenchingly tedious, filled with minor nitpicking opinions on the value of having Class III status without citing actual examples, that you might as well not bother.
The only redeeming feature is a list of a few proposed C roads in Yorkshire, but I'm not sure even the most hardened road numbering fanatic will be bothered by these.
