Context
This file's main concern is whether Ringway 3 in the north and west of London should be a motorway, and there are lengthy discussions here on that subject. The conclusion that the Ministry eventually comes to is that if part of this road is motorway, it should all be motorway; and that the road should indeed be a motorway. That solves the question of whether R3 was going to be 'special': in October 1966 a policy decision was made by London Highways Division that the whole ring should be. So there.
